Mobilink Hands over Mobile Library to JAQ Trust Students




Mobilink Foundation has handed over a Mobile Library to the students of Pehli Kiran School System (PKSS) of Jahangir Akhtar Qureshi (JAQ) trust as a means to encouraging extracurricular education among the school children.

The Mobile Library will carry books across 8 campuses in Islamabad and the adjourning areas for more than 1400 students to read.

The key to the Mobile Library was handed over in a ceremony held at the Mobilink head office in Islamabad. The ceremony was attended by Mobilink Senior Management, Mobilink Torchbearers, JAQ Trust board of Trustees and school children of PKSS.

Omar Manzur, Head of Corporate Communication Mobilink speaking at the ceremony said, ‘Our partnership with JAQ trust is part of Mobilink Foundation’s broader commitment to provide education opportunities for the under-privileged children of Pakistan. We hope that the Mobilink Mobile Library will go a long way in developing children’s interest in book reading and understanding the benefits of education.’

The Mobile Library has been set up in a hatch-back vehicle to carry story books, activity books, fairy tales and general knowledge books for children.

The Mobile Library will travel between the PKSS Islamabad campuses as a means to providing them books during their ‘reading periods’ each week.

The vehicle will also serve as a means for travel for PKSS teachers and JAQ trust volunteer staff for holding interactive sessions using the Mobile Library.

Pakistan Tops 2.9 Million Broadband Subscribers, EvDO Outruns DSL Subscriptions!




Pakistan Telecommunication Authority has said that total broadband base in Pakistan crossed 2.9 million subscriptions at the end of August 2013.

A total of 101,707 new broadband connections were issued during the month of August, with EvDO technology – Thanks to PTCL’s offering of 50 Discount on EVO — grabbing the 93 percent of new acquisitions or 93,506 sales in a month.

With such massive sales in one month, for the first time in the history of the country, broadband subscribers using EvDO technology have crossed the DSL subscriptions to become the largest used technology for broadband services in the country.

EvDO now has over 41 percent of market-share in terms of broadband subscribers, with DSL technology following at 38 percent market-share. This trend hints that 3G wireless broadband, when launched, will be greatly welcomed in Pakistan.

WiMAX technology, worst hit due to rise in EvDO customers, saw a decline of 2,623 customers during August.

DSL technology added 10,307 new customers during the reported month.

Warid Telecom has been ranked as number one socially devoted brand on Facebook during October 2013, said a report published by Social Bakers.

With its around 635K fans and growing, Warid has retained its top slot for socially devoted brands on Facebook since July 2013.

Average response rate for queries posted on Warid’s Facebook page remained 83 percent during October, which once touched 91 percent mark in July 2013.

PTA to Block All Unregistered IPs to Curb Grey Telephony




With an aim to eliminate grey traffic, Pakistan Telecommunication Authority (PTA) today announced that it will block all unregistered IPs carrying voice telephony.

A statement issued by the regulator said that all IP addresses which are not registered with PTA – and carrying voice packets — would be considered as black listed IPs and shall be blocked with immediate effect.

IP addresses of authorized telecom users like Call Centers, Video Conferencing etc. are being whitelisted in the monitoring system. It is therefore advised to all the companies authorized to bring international incoming calls to Pakistan to get their IP addresses whitelisted by contacting PTA immediately.

White listing of IP addresses by the authorized users/companies would help them use the services without any interruption.

If IP addresses are not reported to PTA for whitelisting as per the prescribed procedure, they would be blocked without any further notice. Moreover, legal action would be initiated against the companies involved in use of IP addresses for termination of any sort of international incoming calls as per provision of laws of Pakistan.

It merits mentioning here that PTA recently deployed Grey Traffic Monitoring System which keeps a check on International Internet Protocol (IP) bandwidth to detect and block illegal International incoming voice calls.

Telcos Lost Rs. 1.8 Billion in Revenues for Remaining Offline During Ashura




Cellular mobile operators had to bear a collective revenue loss of Rs. 1.8 billion for shutting down the services in over 80 cities on 9th and 10th of Moharram.

Initial estimates suggest that around 100 million customers were impacted with the network closure.
It maybe recalled that Pakistan Telecommunication Authority had directed all operators to shut down cellular and wireless services in over 80 cities including all major cities in Punjab, KPK and Sindh.

Balochistan, this time, remained online throughout the weekend.

Rawalpindi, and its over 10 million mobile phone users, remained offline for four consecutive days, the longest black-out in the history of the city.

Based on the market share of telecom companies, the individual revenue loss of operators is as following:
  • Mobilink: Rs. 570 Million
  • Telenor: Rs. 470 Million
  • Ufone: Rs. 360 Million
  • Zong: Rs. 220 Million
  • Warid: Rs. 180 Million
In addition to Rs. 1.8 billion loss to telecom companies, government itself had to bear around Rs. 610 million loss in taxes.

As per limited data provided by telecom companies, customers also had to incur an estimated airtime loss of Rs. 100 million under the head of line-rent, SMS, voice and internet bundles that they had purchased in advance but couldn’t utilize the services due to network closure.

Note: Data presented in this report is estimated and is based on ARPU levels and market share (in terms of subscribers) of mobile phone companies.

Telcos Asked to Start Rolling Out Biometric System for SIM Verification



Cellular companies are now directed to start rolling out Biometric system for SIM verifications immediately, sources told ProPakistani.

As per revised schedule, cellular mobile companies are asked to complete the deployment of biometric verification system — starting with companies-owned customer services centres and franchises — by December 1st, 2013 in Karachi and across Pakistan by December 20th, 2013.

This was decided during a high-level meeting, chaired by Secretary Interior, last week.
According to the information we have got, cellular companies are now given the option of purchasing the equipment – used for biometric verification of customers — from the vendor of their choice.

However, there are only two vendors in Pakistan offering the biometric verification solution, one of which is owned by son of a former Chairman NADRA.

Sources told ProPakistani that equipment for biometric verification – to be installed at Service Centres and Franchises – is going to cost around $90. This solution will include a thumb scanner and will come without computer/tablet and internet connectivity. Since all service centres and franchises are already equipped with computers and internet connectivity, hence this simple scanner will do the job.
The thumb impression of subscriber will be matched with NADRA’s database in real-time to make sure that CNIC holder is indeed the person he/she is claiming to be. After verification of thumb impression and the customer, a SIM will be issued to the purchaser.

The other kind of biometric equipment, that will come with scanner, computer/tablet terminal and internet connectivity – to be deployed on retail outlets – will cost around $350 to $400.

It merits mentioning here that cellular companies will collectively work-out to equip retail outlets with biometric solution, as retailers usually sell SIMs of almost every operator. It is heard that USF will assist cellular companies in subsidizing the equipment for biometric verification of customers.
Moreover, 789 SIM activation system – in practice since January 2009 for activation of new SIMs – will be closed for ever.

Telecom industry of Pakistan is long struggling with un-registered and un-verified SIMs. All regulatory and industry efforts made so far have proven insufficient to get rid of unregistered SIMs from the market.

For readers’ reference, here are the steps taken by the government and regulator during last few years for curbing illegal and unregistered SIMs:

    • Change from active to inactive SIMs;
    • Verification process starts in 2007-08
    • Offline verification of all SIMs data thru NADRA
  • 2009
    • 789 based activations

    • Pre-sales process added for 789 CCs
    • 668 ph-IV re-verification process
Despite all these steps and blockade of millions of SIMs, the issue of unregistered and illegal SIMs remain unresolved. Telcos think that concerned authorities should have taken their time in deciding the methodology and procedures of the biometric system so that the process is made cent percent fool proof.

Analysts anticipate that biometric verification system will also fail unless complete cellular base, including existing subscribers, is not verified again.

Despite apparent flaws, cellular companies agreed to deploy biometric system amid increasing pressure from law-enforcement agencies, Interior Ministry, PTA and the courts.
It won’t be out of place to mention here that Peshawar High Court went to its length and issued arrest orders of CEOs of telecom companies for not eliminating unregistered SIMs. Resultantly, one CEO of a telecom company had to operate from Thailand for over a week.

Mobile Phone Users in Pakistan Increased to 129.6 Million


Mobile phone users in Pakistan reached 129.6 million at the end of September 2013, said a statistical report published by Pakistan Telecommunication Authority.

Cellular teledensity reached all-time high level of 72.27 percent, up from 71.78 percent in July 2013.

Total cellular subscribers’ count stood at 129,583,076 with Mobilink topping the market at 37.37 million subscribers. Telenor recorded 32.34 million subscribers while Ufone said that it had 24.80 million subscribers at the end of September 2013.

Zong is fast catching the Ufone with 22.28 million customers, while Warid managed to grab 12.79 million customers at the end of Q3 2013.

All cellular companies added a combined 649,414 customers during the quarter. This includes a huge data clean-up activity exercised by Telenor (accounting over 1.45 million subscribers) during July and August 2013.

Zong added around 1.2 million subscribers, thanks to its FOC (free of cost) SIM strategy. Moreover, just to add, Zong remains the only operator to not to follow 5 SIMs on 1 CNIC rule. It is worth mentioning here that a huge number of Zong customers void their SIMs after using the free minutes and SMS.

Ufone and Mobilink added around 250K customers while Warid fetched 84K new customers during the quarter.

7 Firms Bid for 3G Auction Consulting Services to Moving Towards 3G




Pakistan Telecommunication Authority (PTA) has received very encouraging response from the local and international firms for its offer of spectrum auction consultancy, said a statement just issued by the regulator.

The proposals submitted by various consultants for Spectrum Auction for Next Generation Mobile Services in Pakistan were opened at PTA today (12th November, 2013) at 01:30 p.m by the Evaluation Committee constituted for the evaluation of the bids.

In response to PTA’s advertisements for the hiring of a consultant of international repute, published in national and international newspapers and on PPRA website, a total of 7 bids were received from various consulting firms.

PTA will finalize the selection of consultants after evaluating the technical and financial proposals in accordance with the relevant rules.

While PTA didn’t communicate any deadline but it is likely that selection of consultant(s) will be finalized by 20th of November, 2013.

The selected consultant (s) would be responsible for providing professional analysis, input, and advice/recommendations on the whole auction process as per PTA’s RFP and ToR, and for the successful completion of auction in a transparent manner, averting collusion, ensuring competition and complete transparency in the auction process.

PTA is aiming to auction 3G licenses by late February 2014.


Dr. Ismail Shah is Permanent Chairman of PTA by Government Notification Now





Federal Government today notified Dr. Ismail Shah as permanent chairman of Pakistan Telecommunication Authority, we have confirmed with sources.

A PTA spokesperson has also confirmed the development by saying that currently acting chairman has been appointed as permanent chairman of PTA for four years through a notification issued by Cabinet Division.

Appointment is made as per telecom and PTA laws, the spokesperson added.
 
It maybe recalled that Dr. Ismail Shah was appointed as acting Chairman of PTA around six weeks ago, when Supreme Court had directed the government to appoint Chairman PTA.
After appointment of acting chairman, the Supreme Court of Pakistan had again directed the federal government to appoint permanent Chairman of PTA.

As expected the decision came with-in days, leaving a question mark on the decision making ability of the government.

It is wondered that why Supreme Court has to dictate the government, almost every time, to carry out usual and mandatory government functions.
It merits mentioning here that appointment of Dr. Ismail Shah was termed “Acting” despite the fact that hiring was made properly while fulfilling all mandatory requirements.
